Our Agile journey at Collin County, Texas started around 2011 when our county was involved in a combined work effort with other counties to build a juvenile criminal justice system. In addition to our combined county efforts, a consultancy was also called on to support our work using agile methods. During this period, our CIO visited the consultancy and learned they were using Scrum to manage their work. The CIO was enamored by the huge Kanban board the consultancy used to manage stories and tasks when she toured the company. After googling “Scrum,” our county team decided to provide certified training for our developers. The team and developers were uncertain that this “new” approach would work in local government. We persevered and Scrum worked – for a while.
Collin County is very fortunate to have a very stable development team. Some developers have been with us over 20 years! Visualizing our work with a team-centric development approach was very new us. We made it work. We were "firing on all cylinders" after a few years of Scrum.
However, we learned that Scrum has a shelf life. Eventually we came to loathe Scrum, its ceremonies and conjured Sprint deadlines. We needed to pivot. We needed something new.
Enter Mob Programming.
I will tell the story of how we found Mob Programming and why it worked for us. I also share how we kept some of the Scrum artifacts and ceremonies that still had value – including the Kanban board! Basically, I will talk about how we leveled up.

About Tim
Tim Nolan is the Senior Application Manager for Collin County, Texas. He spends most of his days supporting his small team that’s responsible for a number of applications including their recent GIS-based application that supports Coronavirus tracking.

The PMI Dallas Chapter monthly dinner meetings allow professionals to share ideas and gain knowledge through a series of lectures, presentations and networking.

  • To provide an environment for networking amongst project management professionals with related interests,
